mad about flood in front of my house

The view in front of my house every time heavy rain falls. Sometimes it reaches inside of the house. Now everybody in the neighbourhood is getting more sure about their plan to lift up their indoor house floor to avoid flood coming inside and vehicles outside will get drown worse and I won't be able to go and leave home again when it's raining -_- Heeelp major ! 

Oh for goodness sake, I almost collect the fund from neighbourhood myself instead to repair the drainage together or whatever to solve it. But I dont have such time to take over ur bussiness, dear regional goverment. I have my own job. I am a very busy person -..-
